God that's expensive! I feel like someone with connections could probably find a couple hundred jobless college graduates or grad students to design them and a few tradesmen within 500 miles of my house to build it for less, even factoring in the cost of materials. Whatever though, not my problem.
The AC government has decided to generally deregulate business and commerce practices within its borders, but increase temporary governmental emergency powers (which not currently active).
An AC cruiser comes across the remnants of an abandoned shipyard and a damaged (It appears that it was damaged to make immediate usage impossible, but longer term usage easily possible.) fleet of not outdated warships, most notably several nuclear submarines with the reactors nowhere to be found, while patrolling the waters around a slightly strategic island in the Indian Ocean. Upon investigation, they are found to be most of a second fleet of Iron Shadow meant for operation in the Indian Ocean. Although many of the digital and paper files on board the ships and base were greatly corrupted and much information was lost, AC specialists were able to recover a list of Iron Shadow operatives that were yet unknown to the world. The list is sent to each nation.
The AC offers amnesty to any Iron Shadow operatives who are still in hiding to come to the AC for asylum/amnesty if they were not directly involved in any activity against the TP, and the promise of not death should they have been involved in said activity and come forward. Over a hundred and fifty operatives have come forward.

After a thorough search and a good bit of consideration, the ships are repaired and upgraded and enter into service in the AC's navy. Five nuclear submarines, two cruisers, three destroyers, and fifteen smaller vessels were gained. It is unknown whether there were any aircraft carriers stationed at the base.
