Is server wide-playing music with equal volume everywhere (is that called ambient?) possible in Blockland? If so I might make a death race thing soon..

another question, can I play a full-length song with a wav or something if I require a client?

Land of blocks does this on the client side.

It is possible to do server-sided and will crash everyone who has "download music" disabled and "play music" enabled.

What's needed is a way for a server to command a client to play a music file from the middle.

I was able to accomplish this on Boss Battles. I've only converted half of the music for it, though. It also allows the music to be stereo for all clients; the only anomaly is that people have to restart their game after downloading the music in order to hear it.

I don't want to explain how it's done mainly because I believe that Badspot will 'fix it' (remove it).
