A problem with Steam. Games are not loading.

What happens is that when I try and start up a game from the desktop. Nothing happens. I try again. Nothing happens. Again. Nothing happens.

So, I try and load it up through Steam. I can't load it, and a GUI pops up saying 'Scanning For Steam games updates'. Nothing happens. At all. I waited a few min. Still nothing happened.
