I can't drive and I'm 18, although that's mainly procrastination and not having any motivation to actually get one considering I don't go anywhere anyways.

I think legally you need to be 18 to have a PayPal account and credit card.

Debit/credit cards and PayPal are legally 18+ (most of the time) and they'll check your information. If you aren't 18+, then they'll possibly bar you from the service, even after you turn 18.

If you leave and try to get a student debit card or a gift card, then you are just risking punishment on yourself.

OP, I've been working at a nearby store for the past two years and I've linked my bank to my PayPal and finally got an online debit card this year.
