Need help looking for old set

Hey guys, my little brother has had this stuffed animal for awhile, at least 10 years.

It comes with a set of 3 identical stuffed puppy puppets, a white dog with black dots, a black/brown one, and a girly looking one (pink/purple).

We only have one out of 3, and I was wondering if you guys are familiar with this puppet O:

I'm trying to figure out who made it and such, we remember getting it at Costco, I think...
