Is there any good ones besides Paint.NET and paint?

Does it have to be free?

gnu image manipulation program is a good start for graphic design, it's basically like an easier (and free) version of photoshop. as for actual drawing, sai paint tool or adobe photoshop cs6 are the way to go

some of my friends use artrage or whatever tf you call it though, so it all comes down to your personal preference

Gimp Gimp Gimp

It's a free, slightly more limited photoshop kind of thing, but easier to figure out imo. For most people's purposes, it works perfect
I've also seen some people draw some great things with it,

forget all the people recommending raster programs. Use a vector program like Inkscape. I heard GIMP has vector support, but its UI is horrendous and hard to figure out.
