With the information you gave us in the op, there isn't much to discuss other than what we see in those 2 pictures.

Yeah, you didn't say that in the op. And if he did end the server right after doing that, I don't really see the point in making this drama unless he got a head start multiple times. From the information you're telling us, he used F8, then closed the server,; hardly grounds for calling him a "cheater". Even I do this sort of thing when I host. I would kick everyone and then close the server because I'm bored, something like that.
