For some reason they can hear everything I hear but they can't hear my voice or anything when I speak into my mic.
Any ideas guys?

Change your default recording device. It's probably set to Stereo Out/Mix

Its still playing my PC stuff but its picking me up.
I'm using steam btw, it might be that

I guarantee you that Steam is not the root of the issue. I communicate using Steam voice chat almost daily with no issues.

My PC is being a forgetwad atm with images.
Its windows XP so I don't have many options and absolutly nothing has changed since my last Voice Chat.
Also the voice chat ended so Ican no longer test

I can't help you if I don't know details. If you can't commune the details, you're not going to get help.
Windows XP has just as many options for Audio Devices as any other version of Windows (besides 3.1 and earlier)

Found out the problem, stereo mix got enabled somehow, should have been line in.
