Well, at least make cops actually have to go through the trouble to arrest people.
For instance, the cops have three police items: Taser, Stun Baton and Handcuffs. First they incapacitate their target, then put on handcuffs and then pull them over to the police station where they decide what to do with him: transfer him to prison, start a court case or let him go.
And if cops simply murder their target? Well, it ain't gonna pretty for him.
Murder should be one of the capital crimes which gives you a high sentence, and if it's became Flash Mob that guy's probably going to get some electric chair that force-resets his character.
I always wanted to see a Judicial System done in heavy RP gamemodes, though. It's been done in Space Station 13, and, even though it can be a clusterforget, sometimes you can turn an entire case around and find out something bigger than just breaking and entry.
It just needs a little bit of roleplay and discipline, and if the mayor haven't been picking handicaps for the government crew, I think the Judicial system might actually work.

And I think just the Judge should decide the sentence he's going to give. If he's unjust he's going to be fired anyway.

I thought court was ordered out. Anyways, you should have to take them back like in a car or something. And other people could intercept them and get the criminal back. That would be pretty cool.

what you should do is make it so everyone who logs into the server gets a bot, and if they leave the server the bot spawns in their place and doesn't despawn for a few hours (or until it's player returns) and anything that anyone does to the bot, they also do to the player

so for instance if a criminal leaves just before getting arrested the bot is still right there and can still be arrested for you

in addition, you should have random 'civilian' bots wander the streets, going to banks and whatnot, that criminals can pickpocket without forgetin over the rest of the economy and police can occasionally 'apprehend' (but not straight-up arrest) for doing something like littering or loitering

however bots that are aware of either party will turn and run, and if you murder one it still counts as murder (assaulting one still counts as assault, in a similar vein, but the bot will run from you instead of try to fight back) so theoretically wanted criminals could blend by just acting like bots in a crowd

maybe they could have AI intricate enough to explicitly visit shops and houses so if you want to make money, you have to have a shop that allows visitors in then allows them to leave. in order to circumvent people just having one-way shops, you can illicit a fine (or possibly an entire crime? taking hostages? unrightful captivity?) for capturing visitors and not allowing them to circle back to spawn

I really do hope you make this as good as you've explained it in the OP because dynamic is practically my middle name.

I hate cityRP, but I have a feeling I'll love this

What is the point of supporting this? It is going to be private most likely, and the only city RP mod we have that is public is old and crappy. The other day I hosted it and every single person would not stop asking me stuff. "How do I change my job?" At spawn. "Where is spawn?" In front of PD where the trees are. "I am there, how do I change it?" Click the blinking frikin red print ramp. "What the heck are you talking about, blinking? You are a noob plox!1!1"

Freaking annoying. After each answer they start swearing at me saying "I HAZ HIGHER BLID DAN U I REGISTRD BEF4 U!1!1"

Really. They do.
I am only supporting this if it is confirmed to be public so I do not have to listen to that. ^

Even if this was public, somebody would still probably end up doing that.

The problem is not with the mod, it's with the host most of the times. (And also with CityRPG, which is hot steaming pile of stuff)
Even so, i'm not going to make this mod public.

He has the right to keep his work to himself, nor do I blame him, CityRPG was a good thing until everyone started having it.

99% of the time CityRPG servers are stuff because the host doesn't care or no quality was put into the server at all

Suggestions, from past experience on stuffty servers.
LIMIT THE GOD DAMN loving POLICE HOLY stuff, ITS LIKE A DAMN WAR ON THE STREETS WHEN AMETURES TAKE A WEAPON AND THINK ITS LAWFUL.
I should know, (law/principles of safety and combat temp classes)

I have an idea to prevent idiots from going out and randomly killing.

Weapons are 2 hit kill for pistol, like in real life. Machine guns are 4 hit kill with reason. Corpses stay for paramedics to revive. The weapon system prevents them from killing randomly, they actually will take cover. To prevent jump noobs, make it so you can jump if you stand still.

I think it's a really great idea for a mod.

Corpses stay for paramedics to revive. Yep.
To prevent jump noobs, make it so you can jump if you stand still. Nope.

Forcing you to do that would interrupt the fluidity of movement. It would be nicer if the jump height was simply lowered a bit.

Because let's face it, no average person in real life can jump just over six feet.

Update [v2.0] - 8/21/13

Here's a progress report on what's new with CityMod development:

+ Tweaked the saving so everything runs smoothly.  Also added in Group and Government/City saving.
+ Player's Corpses now stay for 30 45 seconds & Player respawn time set to 30 45 seconds.*
+ Mining, Pickaxe & raw Inventory system created.
+ Three new resources can be collected; Metal, Wood, Coal.*
+ Corpses can be looted and also revived by a licensed paramedic. (Licences have not been coded yet though, so... yeah.).
+ Client CityMod HUD now adjusts based on screen resolution.

* May be changed soon

Thank God you're still working on this.

I was hoping you wouldn't be one of those one-hit-wonders that has a great mod in development and then falls off the face of the planet.

What happens if there are not paramedics? I think it should be the revive system unless they wait like a minute, then the respawn.
