It is a .png image, and yes, I did check off "I will upload my own picture:" and it still didn't work.

Ok, I resized the image to 75x75, and before I pressed upload I did "CTRL+F5" and then uploaded the avatar and it still showed as if no file was chosen.

I just emptied my entire browser cache on Chrome and even now, when I click upload picture and everything and then click "Change Profile", it still says "no picture chosen". I don't get this.

I'm not getting any actual errors but after I try to upload the picture it just says "No file chosen" when I did choose a file.

I am on my old computer which nobody ever uses and tried to change my profile picture, and it didn't work on this computer either.
