Prevents wheels on vehicles from "kicking up dirt".
Emitters other than the "tire dirt" emitter will be left as normal.

Changes:

• Fixed cases where vehicles specifying a name rather than an ID for the tire emitter would not be recognized as using the "tire dirt" emitter.
