what kind of mouse is it?

is the red light under the mouse flashing?

No it isn't.
then what is flashing
several things could be flashing
it could be the battery light, judging by the image he posted
it could also be the cursor, or it could have been the laser part on the bottom that he was talking about

The pointer, Fixing the title atm.

Press right mouse button on screen, go to Properties > Settings > Advanced > Troubleshoot and set "Hardware Acceleration" to full. I don't know what version of windows you are using. This is for XP
