Since when can they read, this is blockland forums, no reading here, just imaging what other people are saying and looking at pictures.

Why does the government even give a stuff about something like this?

they probably won't enforce it because it is too much work.

If you're using your Proxies to repeatedly harass a website that doesn't want you there, I say this is pretty justified.

you do realize viewing a cached version of a page means you're viewing an outdated page? lets say the forum index was cached right now and 10 minutes later it was updated to a different version of smf. if you viewed the cached version from before the update, it would still be the old smf version. you have no ability to post on the old version because it's cached

in fact, here's an example using my friend's tumblr blog

That's absurd. IP addresses are not supposed to be used as a static form of identifying the same client over and over. In fact, with the IPv4 system, multiple people share your IP address. Using NAT routing, your specific computer is able to be located through a pool of users sharing your IP.
