what it looks like to me:

this happens to a lot of images, especially when theres tons of pictures in one.

any way to fix? steam used to do this, but fixed. all my drivers are updated.

that would forget up the whole monitor, not the pictures.

anyways;
this only happens in google chrome. the reason i keep using google chrome is:
1. firefox is loving SLOW. by slow, not page-loading slow, but overall slow. i can never scroll down afew pixels without it lagging
2. all browsers have the loving SLOW problem.
(except chrome)
also note:
this ONLY started happening when i restored my comp to factory settings.

No because new drivers tend to be the buggy ones. You can give it a shot, it either fixes it or doesn't.

Ensure your incoming connection isn't lossy (has packet loss.) Update libpng and libjpeg if applicable.

Have you already tried other browsers, like Opera?

It's not your GPU. If it was your GPU, it would be happening to the entire screen, not just images.

Yes it is, each image is loaded as it's own texture on the GPU vram. If that vram is damaged or the drivers are bugging it out, it will corrupt the images and/or not load them properly.
