Photoshop's versatile. My choice.
SAI's built specifically for painting.
GIMP is the free equivalent for Photoshop.
FireAlpaca is the free equivalent for SAI.

You can't really say which one is the "best", it'll come with experimentation.

Sai has a trail version that lasts practically forever which is what I'm sure Tetris is talking about.
