How do I open up different windows for different layers in a gif? I want to add a Christmas hat into every frame/ layer of the gif, but I don't know how to! Thanks!

I usually make my own santa hat, but if I dont I usually use these ones.

There's a bit of watermark on them, but you can't see it when you resize it.
Also I don't know any good pilgrim hats.
