I will do gif's to a mild extent, like making a .png avatar jitter, slide, or something simple.

I have to reinstall GIMP because its not working correctly, When I try to paint it does a different color than what I selected, and when I use the colorize filter it doesn't even work.

change the color mode to rgb, maybe?
gifs are in index color and that severely limits the colors you can have
