it was free to get on greenlight at first, but after a month or so they added a fee of $100

idk if it's directly stated anywhere but i'm pretty sure that's what it is

the concepts section is free though

you have to pay a one time fee of $100 to put games up on greenlight. I think I read somewhere that the proceeds go to charity

This is just sad....he probably just searched game maker one day, make that game and attempt to put it on steam...some people shouldn't even be allowed to use the internet until they're at least 15.

i don't think that would help, he's 11 and he's on steam. you're supposed to be 13 to be on steam. nobody would give a forget about age restrictions on the internet, it's the same with ESRB's.
