I was browsing through old add-on topics and I found that if you have the Xalos' avatar saver that this glitch can happen some times.

FACT: (somewhat relevant) If you disable all your addons your face and chest decals become bottom of studs

This has happened to me before, actually. I forgot what the cause of it was, but I'll tell you that it's not Xalos's avatar saver. It was something that seemed really unlikely.

It's just a glitch, this happens to me all the time. Simply change the shirt decal and it will go away. Worked for me.
