Why is onActivate Admin Only?

Just today (and also many days before), My server showed that onActivate was Admin only,.
I do not have Restricted Eventst mods, and such.
I use KalpRiddler's's Hosting Service, but this never happened months ago.

Any eval commands or mods i need to get to fix this issue?

disable every add-on by pressing the "Default" button

or manually disable every add-on you downloaded?

If you have RTB, I'm pretty sure all you have to do is to uncheck admin only events. If not,

disable every add-on by pressing the "Default" button

Disable event_owner.
It re-registers onActivate as admin only, I reported it but ephi didn't care.
