To avoid any further confusion and sorts, anybody ranked "High Official" or "Leader" is allowed to recruit for DM applications, but build applications must still be voted upon by the "Leader" ranks.

I think the last USSR application I said yes to was Afkpuz'.

Really I would be bad for testing people for USB because I wouldn't let people in if they pissed me off too much. I don't really care how good of a DMer they are if I hate them.
