Multiple ships of unknown origin have landed somewhere near or in the SFR Borders.

Multiple people near the supposed landing sight, claim that a species similar to birds but with human qualities and bird qualities where seen exiting the ship and seen building something, though the witnesses think what they're making is harmless.

These people claim that "they have a similar stature to humans, but pretty much like birds, covered in feathers, claws for feet and a beak for a mouth"

It is suspected they had landed near the SFR borders in Alaska or north west Canada.

A UFA Surveyor of the land calls in and reports this to the UFA, who immediately sends diplomats.

UFA is locked out of the zone of influence after the SFR claims the land they have landed in, or specifically because the UFA diplomats are in SFR territory. All UFA diplomats are turned away my military officers. Defcon level goes up to Defcon 3.

Contact with the alien species is made by providing videos of Earth's history, maps of the human anatomy, and messages using objects and hand motions. Peaceful offerings are given as a sign of peace, one of them being a marble statue of a dove carrying the symbol of the SFR. Diplomats are trying to communicate and make peace with the unknown aliens.

All people who have made contact with the avian aliens have been questioned and put back into their homes. They are not allowed to leave their towns, and therefore all phones and the Solonet are taken down (in the vicinity). All media about these avian aliens are found and deleted, and are replaced with reports of a harmless meteor that split and hit the Pacific and Atlantic oceanic borders of SFR.

Since there are no UFA interactions with the avian birds because that stuff didn't happen because the UFA diplomats are sent back home, the SFR try to make the avians at home, making them warm fires and setting out tanks of water.

Diplomats urge the avians in at least showing them what the structure is. A diplomat is taken to the structure. (we have to wait what rock says I guess).

Wow you're dense.  I had surveyors in the Alaskan area as UFA was interested in claiming the land.  We went around your waters and entered the land over the rough terrain by helicopter.  We never crossed into your waters or your airspace.  The diplomats couldn't have been sent away because they were not in your territory to begin with, and don't say that you suddenly claim the land in which the avians landed because that is bullstuff.  And you don't get to decide where they landed, as Rockinboy already did.

You are not doing anything because the ships landed right next to the SFR and in the borders that was no where near UFA. Therefore, the reaction timing would be quicker on the SFR's side of the story, and then therefore, the land claim was in place before the diplomats got there.

It would have been different if you claimed the land/were touching the place that they landed in. This is SFR business, not yours.

I used to map to show you where they landed, and they landed no where near you. Military men would have been on the sites of the landings before you got there, just like what I said.

Doesn't matter because:
1) Military was already there and would have turned you away.
2) Laws in the government allowing imminent territorial claim to be placed by military officers.
3) They also could have landed in already claimed borders, OP wasn't specific.
4) Those people who first sighted the landings were SFR people, apparently.
5) Local law enforcement would have been there too.
