Your IP is public information, by joining a server or even visiting a website you're publicly giving your IP away. Yes, it's 100% legal though I don't know why you'd want to.

They can be damn accurate. A lot of them are within a mile of their real residence, some are literally right on top of their homes.

Depending on what type of connection the person has, it can be pretty accurate.
