Use the /buyteleport command to teleport in there. The command supports X, Y, and Z teleporting relating to your current position. For example: "/buyteleport 0 0 20" to go up 20 blocks above you.

They are but once you are inside the ruins, which are essentially tunnels, you can get to the core by digging until you reach the middle of it all. The core contains lots and lots of lottos.

zalot i'm pretty sure the way the mining system works is that the bricks are created after you dig near them so looking through the bricks won't do stuff because the bricks aren't generated yet

Someone got me in to an ruins it was filled with Ruins Lotto bricks and then these ruins yellow cubes or something which gave me a million each.

The ruins are supposed to be a huge goldmine, with bricks that give you 1m each and filled with rad lottos and epics.
