I can't change my forum profile avatar

Its weird. On the Forum Profile Information page I can't change it from telling me to upload my own avatar and when I choose a file and click change profile it doesn't change my avatar at all. I even tried making it only 75x75 pixels. Am I not able to use PNGs?

I still can't change it. I tried using a different computer, clearly my browser cache, running in incognito and it still doesn't work.
