Windows Update.

By the way, the start button is only part of it. Think of it as SP1 only with more features and less "patches".

By the way guys!

In order for the 8.1 update to appear, you must first install all other updates first (silverlight and bing stuff doesn't matter)

Then you can download the update here, apparently it's not on windows update.
