Is the a website or program I can download that just hogs up all the internet?
so there isn't much for other people to use?
On some routers you can limit clients to a specific WAN speed, but I wouldn't do it if you're not the one paying the internet bill, because that's just a richard move.
The only legible reasoning for this would be if you're hosting a large server that requires more WAN bandwidth than the other clients on your network require. I severely doubt you need it for this reason.
