I am using 000webhost and dot.tk for domain.
It had problems with uptime lately though, but for 100% free everything I am fine with that.

Johnny, I think that would be an amazing idea!

This probably isn't the kind of service you're looking for though I thought I'd throw it out there because it doesn't provide a cpanel nvm seems like they've added one from what is stated on the front page though I never use it. You can actually pay literally cents per month to host a fast site with NearlyFreeSpeech. It's based off of how much the site is used and you'll probably have only a small amount of people visiting it per month.
