The Bears are Back!

The bears that were in my neighborhood a while back ago are back and raiding everyones trash and breaking down fences. First at 2:30am I heard leaves crunching outside my window and I didn't expect anything of it. Then at 3:30am my brother hears weird noises that sounded like someone skateboarding. He got out a flashlight and shined it and there was 3 bears, 1 Adult and 2 Cubs rolling a trashcan into the woods. Then at 5:30am (Around when I'm posting this) They climbed our fence again and got into our trash. We can't kill them because its illegal unless it's in self defence. And Animal Control/Wild Life Control won't take care of it. It's really dangerous for everyone because they could easily break into our houses or attack our pets. Any suggestions on what should be done?

EDIT: They seem to only come to my house on tuesdays and fridays. On those days everyone takes their trash to the streets.
Also the bears are out right now. It's quite disturbing listening to them from my window.

I heard that if you get a broom and try to whack the bear, they will run away. It works as a charm.

if you have a cat make it angry and put it outside the bear will be afraid of it and run away

Just hide in your garbage can.  When the bears come to investigate, jump out and grab the smallest bears while yelling as loud as possible.  That should work.
