Since I am not an expert in this field and I do not want to pretend that I am. What would be better?

To get a second GTX 660 and sli with my first one?

Or get a better card altogether?

My max is $350, no more.

with $350, your best bet is probably another if you can

you might need to upgrade your PSU though

I say get a second 660. Those cards scale well in SLI.

2 200 dollar 660's will beat any card for 350 or even 400

get a 2nd 660
but yeah make sure you have a good enough power supply

oh, its kind of confusing because it could really be both ways
like when you say "i want to watch another movie" you don't really usually mean you want to watch the next movie in the series, but if you say "i want to eat another apple" it means you want 1 more apple

1000 watt psu could handle 3 7970's easily, 2 660's will just be a breeze

Anything above 800 watts is fine.

I lied, I have 700 watts. Does this mean no go?

Well you can try, if you have a very good brand it might be able to handle it. Otherwise yeah I wouldn't.

What would/could happen?

Also, I  have cooler master if that helps.

700 watts is more than enough for two 660s

700 watts is enough. the 660 is a low power card and you might even have slight room for overclocking
