This is obviously either a bot, unless you downloaded something ells that had a virus or bug in it.
Ask your neighbors if anything happened to they're computers, if your answer is "yes"
or they say the same thing happened to them-Someone in your neighborhood is sending bots to people locally.

If you downloaded something before this happened, try to remember what it was then warn people.

Be careful and only download programs from the official website,
