He's not. The laws were that you cannot have more than 2 children. A "third" is a child of parents who were given permission by the government to have a third child. All the Wiggin kids are as smart as Ender. As well as Bean, but they didn't go in depth in his story (he has his own book/story, which is hailed just as good as Ender's Game).
