My internet is having issues, but it's kind of complicated

I'm having internet issues, but it's not like i'm not connecting. It shows that i have full connection and that speed should be at high levels, but the internet runs either slow or not at all, better on the lap top which is working on wifi, but the computer is connected via cable and it wont connect at all. I am currently on hold with AT&T, but they're taking forever. I have one other friend who's having internet issues, as well as my girlfriend, so I'm wondering if anyone else is having any issues?

Actually, yes. I get a super slow connection but when I try and download anything it is fast. Stuck on resolving host.

For me, it's our wifi working but not our hardline connection. It's really weird, and the wifi will stop working for a moment then start back up. But It says i never lose connection, so i'm confused. It can't be our modem or router, it has to be an issue with AT&T's servers, right?
