I'm pretty sure you and dotdot are buds, because when Nobot and I wanted you to make us a mod, I let you borrow a key to make it with, and you gave it to dotdotcircle.

Anyhow, just the fact that you say "I heard" kind of makes it suspicious that you know he is or he isn't.

Dotdot and I were buds, but he disappeared from contact with me months ago. A few weeks ago I met him on the Blockland IRC channel that already flopped and talked to him for about an hour where he told me that Badspot shadowbanned his blf account and that he's still bored with Blockland but wanted to release a decal pack and get some help with something else modding related, and that the ban was making him leave again.

So yes, let me clarify: the last time I spoke to DDC, he informed me that he was not interested in returning to Blockland.

Though I probably lack credibility, I'm with Lugnut on this one. They share the 50.46.* block, that's not really much. Also, location of the IP in the OP points to an area on the opposite side of Seattle from where DDC and his parents live. At least the first one is in the general vicinity of where he'd actually be in theory.
