not at all. Most of the time American apartments/housing costs are much higher. And not to sound like a richard, but what you're thinking of aren't living costs. Living costs include food, clothing, gas/electric bills, and rent. If you go look at the statistics, the living costs have skyrocketed in the US over the past decade.
