server ping is high

Disable unused add-ons to lower the download time. and ping has nothing to do with file downloading, just disable some unused add-ons.

i do just that and nothing changes.

this too many files thing is pissing me right off.

First off, if your server's ping is high it means that your internet connection is either too slow or too stressed to keep up with the connected players. As for having too many files, this happens from having add-ons. Reducing the amount of content-hungry add-ons (primarily weapons, vehicles, music, and sound) will greatly reduce the amount of files people need to download.
