Even though she seems benevolent she is still imposing her will on humanity. Quet's path is one to kill the gods and in the process bring free will back to humanity. Hell their one ability is meant to separate you from your predetermined fate of the other gods.

no where does it say quet wants to kill humans. only disciples. anyone who gets in the way however, sentient or not will be dealt with. no where else does it say quet wants to impose her will on humans, because after all other gods are dead, her will is done. therefore she and her disciples wither away.

That's one theory, but how do you know that Quet, who is perfectly happy killing other gods and their disciples wont terrorize the world once all the other gods are gone, there would be no one to stop her.
