Can't change forums time?

I can't change the time that displays on the forums. It's off by an hour. For example, if I posted something at 9:43, it would say I posted it at 8:43. I've gone into the options and changed the time offset, but it doesn't seem to affect anything. Help?

NOEDIT: Wait, I just set the value to "1" and it changed correctly!
I think the problem was that the little preview thing didn't change.
