Of course, there are those kids where no matter how hard you spank them, they will always say, "Doesn't hurt."

I tested these when I was little.  I remember sampling both types.  My mom said I was grounded from something once and I said, "I don't care" with a smile on my face, so she took something else.  Same result.  Kept going until....I honestly don't remember.

Another time, I got spanked and said, "Didn't hurt." so I got spanked again (harder).  Same result.  Pretty soon they were just not stopping so I just thought, "Heck I better stop this," and I guess I did.

I entirely disagree. There's pretty much nothing a kid can do that's bad enough to justify spanking them. Even if they colored all over the walls or tore up a first edition print of On the Origin of Species, what's spanking them going to do that yelling at them wouldn't? By not spanking a child you're shifting their fears from being hit to upsetting other people, which sounds to me like a much healthier mindset for a child. Everything is relative, the fear of upsetting your parents can be just as strong to one person as the fear of being hit by their parents in another.

I think the ethically and morally thing to do would be to call CPS, but then again there is no evidence that the father is actually abusing her. If the girl is really being abused to that extent, then she should call CPS on her own instead of making it someone else's problem. I think nobody is to judge as to who is fit or not fit to be a parent, especially a boyfriend.

It really depends on the situation though. If I saw a car crash happening on the highway, and I witnessed the crash in-person, then of course I'd call 911. It all depends.
