From my general knowledge, Far Cry 3 is set in the Carribean. In Jamaicha, the majority of the population is of African American descent. When God first created mankind, he asked for help fighting the Devil. The first humans were
all white. The good humans helped god, and kept their skin. The humans who remained neutral in the battle were cursed forever,
with black skin. The humans who helped the devil became demons.
So, assuming the civilians are black, you will only be shooting people who have denied God's word. It would probably be best for them.
