yeah the guy obviously knew better. there are a lot of rules to when its OK to shoot a person.
I couldn't shoot a burglar in my home if he was fleeing. like a bullet in the back doesn't sell the self defence story.

but you can point a gun at any possible criminal in any location. even in public.
you can detain people as needed and that's legal. but you can't hold them for more then like 4 hours I think In Minnesota I know.

I'm sure that "possible criminal" has limitations. Running out of a wooded area is not a crime in and of itself, and while it may be suspicious it would never constitute reasonable suspicion for illegal activity.
