It's very simplistic. This kinda gives me a small town feeling. 9/10!

Doesn't look like a town hall

Doesn't look like a town hall
Looks like a cheap restaurant.

5/10
doesnt look like a town hall at all though. but its good i guess.

4/10

you see a town hall
I see a cheap 4 star resort styled to look like a cabin
and a lot of other people aren't seeing 'townhall' either apparently
so clearly one of us is seeing something wrong.

Just to clarify, let's browse some images
Town halls

Left to right is gaining more and more complication, but there's an obvious pattern:
(mostly) stone, pillars, large grand windows, wider than it is long, large, wide stairs, etc

lodging

Wooden exterior (much like your own), roof that meets in a linear, central point, smaller framed windows, tall, etc

Also, for the love of god, remove those prints below the windows. The "-" symbol is on your print bricks and that serves no purpose at all, it'll just distract people. What is that even supposed to be?

maybe if I put a sign somewhere over the door it would clarify what it is

a city hall built to look like a lodge?

I really like it.
6/10, you included a lot of details on your windows and exterior. The only problem I had is basically the height of the building. As you know it, town halls are surpossed to be big so I recommend adding a 2nd floor to it. After all I love the design of it.

Edit: I recommend you to change the color of the building to white. It's just a very popular color for a town hall. =P

You Improved alot!
I'm very proud of you, now it looks more like a town hall.
By this point it is a 8/10 for you trying and improving. This is a starting point of a great builder.
I really do wish you luck with your next builds!

Good Job!
