Computer (RAM) Issues

I'm only using 1x4gb RAM because im buying my other 4gb later on.

Anyhow, with the 4gb ram installed, it's saying I can only use 2.97gb of it. Ive searched this online and appearntly its a common issue.
The majority of them that I tried haven't worked so I'm turning to the forums for help

Your operating system needs to use some of that RAM to run.

Well according to that image you have linked it's only using 1 gig.
anything between 1-1.5 gigabytes being used is fine.
