Child employment laws stop you working at a young age. Usually it's limited to things like 5 hours a week ages 12-14, on say a paper round. You don't tend to be able to do part time or full time employment until age 16 or 18, depending on location.
Companies that hire you under those ages are breaking the law.

That said often places will offer you small jobs for cash in hand. Try asking around local small, family-run shops. Maybe a bar/pub collecting glasses, or collecting balls at a golf course. All prospective small time jobs.

make video games for mobile devices
that was what i wanted to do

the thing is i can't really do most of those small jobs that require going into town so no paper routes no small jobs i need stuff i can do around the neighborhood because my parents won't really drive me there everyday or every so often and i live far from downtown where all those places are.

isn't 5 hours a day a part time job?
Yes, depending on how many days a week you work.
I said 5 hours a week. So, 1 hour a day, 5 days a week, or similar.
