Too expensive for mining alone.  Perhaps sonar/radar devices to detect where ores, valuables and hazards are.

Also, perhaps recycle the prison population for the mine workers, to decrease time until parole depending on how long they work and how much they gather, given that they are on good conduct.

Nononono.  They have to work for it.  That's a loophole because if they sign up and then get injured or whatever, they still get 18 months off.

More mines have been set up, people are being paid higher than minimum wage when they work there, prisoners can work at the mines for a shorter sentence.
