We'll see if this happens. According to this Wikipedia article, there have been a bunch of people who want to form new states. I'm not saying it won't, I'm just saying people wanting to form new states is nothing really new or unusual.

The Bay Area politicians would probably through a fit, Southern California would probably like to break off too, Central California is iffy since the northerners would want access to our diverse crops.

This is symbolic - South Jersey did the same thing in what I believe was the 80s.

The Federal Government is allowed to send troops in if any state or territory tries to secede. Nothing is going to secede just because some rural areas of California and Oregon don't like their left-leaning state governments

They just want to become there own states, not to leave the union. New states have been made from much larger ones, take Texas for example and the Compromise of 1850. Also some rural areas is a big understatement, a very big one.
