What? That makes no sense. There is the yearly mandatory citizen training in Switzerland. And I'm pretty sure all military soldiers would undergo training at some points. Not just kick back and relax with Hot Cocoa or something 100% of the time. A military that does not train at some point means there is virtually no defense.
