Canada did have the best navy in the world, and we were the 4th best secondary power.

The population of Canada in 1972 is only 23 million.  A healthy ratio of military personell to civilians is 1 to 20.  This means that you would have about 1.3 million people in your military, if that.  That's no "best military."
