Canada wishes to create the Democratic Technology Pact to replace BICAST (which no one joined wow such friends), where all members would have to share controversial and secret technologies with all parties involved. This excludes military (boom and pew pew) technology, although all members are expected to provide discounts. No country handles this pact and it is as simple as it is.
Although, Canada wishes for this to primarily increase the amount of technology that would benefit citizens AND the government for the security of a free, democratic state.
