You wouldn't be able to. The problem is that:
1. You would need to get windows on your device. Most devices are locked down from the bios and difficult to load a different OS onto
2. The power of the device would be limited; windows is very resource heavy and would not run well on a low-clocked device
3. Most importantly, Mobile devices traditionally run on ARM processors. While their is a windows version for ARM, unfortunately, all individual applications would have to be written specifically to run on ARM processors, rather than the standard of x86 for Desktop/Laptop computers.
That said, if we're talking like a surface pro, It might have an x86 chip inside (? not sure?) and as a result it would be able to play blockland. How well is another story.
